Delays were announced at the Genoa Conference following the decision of Belgium not to support Article 6 of the Memorandum to Russia and the element which related to private property. France announced that it was supporting Belgium with their intervention.

Elections in Ireland were confirmed as 15 June 1922, with hopes that the various elements of the armed forces in the country could come together.
