Trade unions warned that 1.5 million engineers would strike on 1 March 1971 if the Government didn’t reconsider its Industrial Relations Bill. Edward Heath (in main image above), the Prime Minister, said that it was essential for the country’s economy to have improved industrial relations and to reduce the number of strikes which was causing economic damage.

The Government faced a crisis in education as it was expected that the teaching unions would reject a 9% offer, as they had demanded a 15% increase.
